CRIME: Child Porn Operation Nets Nearly 200 Arrests, Including Vista Man – Lord, Please Bless These Agents in Their Quests to Save the Children!!

Authorities have arrested a Vista man on suspicion of producing child pornography as part of an wide-ranging enforcement effort, called Operation Orion, that netted about 200 arrests last month, according to the U.S. Immigration and Customs Enforcement.

Eight other arrests were made elsewhere in San Diego County and El Centro as part of the operation, said Lauren Mack, a spokeswoman for the agency in San Diego. Operation Orion targeted suspects involved in possessing, receiving, transporting, distributing, advertising or producing images or videos of child pornography, Mack said.

Among those arrested in the county was Jose Dominguez, 32, of Vista, Mack said. Dominguez is suspected of videotaping an 11-year-old girl showering, authorities said. Agents also arrested a 28-year-old U.S. Marine stationed at Miramar Marine Corps Air Station, Capt. Joshua Taylor, a helicopter pilot, suspected of possessing and distributing child pornography images and images, according to authorities.

Officials said they conducted the operation, in part, as a reminder to children and parents about the dangers children face, particularly when left unsupervised to use the Internet.

“Let this operation be a warning to anyone who would think they can use the Internet to exploit children: We are out there looking for you and you will be prosecuted,” ICE Director John Morton said in a news release.

According to a complaint filed in federal court, Dominguez, who is an illegal immigrant from Mexico, hid a cell phone inside a black electric shaver case and set it up to record the 11-year-old girl showering. The girl noticed the case and looked through the phone to find nude images and videos of herself.

Sheriff’s detectives who reviewed the material said they found a 12-minute video that includes images of Dominguez setting up the cell phone, according to court documents.

Dominguez lived with the family at a home on Fireside Lane, according to court documents. He was arrested May 17 by sheriff’s deputies and is in federal custody pending trial, according to court documents.

Authorities arrested Taylor on May 31 after a nearly two-year investigation, Mack said.

Taylor is accused of possessing more than 4,000 images and video of child pornography, including images of child bondage, according to authorities.

Authorities began investigating Taylor after they found someone in his Mira Mesa home was accessing child porn website. Agents with ICE’s Homeland Security Investigations unit were able to download child pornography from a computer in Taylor’s home through a file-sharing program, according to the U.S. attorney’s office.

Last December, agents searched Taylor’s home and found a computer and a compact disc with child pornography, authorities said.

At the time, Taylor was deployed aboard the USS Makin Island, according to the U.S. attorney’s office.

Taylor was scheduled to be released from federal custody Friday on $50,000 bond, according to court documents.

Most of the arrests during Operation Orion occurred in the United States, but suspects were also detained in Spain, the Philippines, Argentina and the United Kingdom, Mack said.

In addition to the arrests, the operation helped identify 18 child victims, including three in San Diego County, Mack said.

No information was released on the victims or the other San Diego cases.
